Boris V. Obnosov
Director General of Tactical Missiles Corporation JSC since 2003

    Mr. Boris V. Obnosov was born on January 26, 1953 in Moscow. He graduated from Moscow Aircraft Institute in 1976 and completed a post graduate course there in 1979. In 1983 he graduated from Moscow State University named after M.V. Lomonosov.
   From 1979 till 1993 Mr. Obnosov worked at one of the departments of Moscow Aircraft Institute. Since 1988 he became a senior research assistant. In 2005 he took a degree of Doctor of Science (Engineering).
    From 1994 till 1998 Mr. Obnosov held a post of First Secretary at the RF Representation to UNO. In 1998 he became a senior counselor at Safety and Disarmament department of the Ministry of External Affairs. From 1998 till 2001 he worked as Deputy Director General of FGUP Russian Technologies and of Promexport-Defense Technologies, then he was appointed to a post of Advisor Director General of Promexport company.
    Between 2001 and 2003 Mr. Obnosov successively took up posts of a counselor, department head and head of Defense and Space Technologies Office at FGUP Rosoboronexport.  
    In February 2003 he acted for Director General of FGUP “State Scientific and Production Center “Zvezda-Strela”. In March 2003 he was appointed Director General of Joint Stock Company “Tactical Missiles Corporation”.
   Mr. Obnosov is a full member of Russian Academy of Cosmonautics named after K.E. Tsiolkovski, a member of Scientific and Technical Council of the RF governmental Military and Industrial Commission. By the resolution of the general meeting of the Russian Academy of Missile and Artillery Sciences dated 03 Dec. 2009 he is awarded the title of the corresponding member. 
    Mr. Obnosov is a chairman of the Board of Directors of defence enterprises of the Moscow region and a vice-chairman of Regional Association of Employers of the Union of Industrialists and Entrepreneurs of the Moscow region.
     He is a laureate of the Golden Idea Prize in the nomination “For personal contribution, initiative and zeal in tackling the tasks of military and technical cooperation” (2007), a laureate of the RF Government Award in the area of science and technology (2007) and of the Governor of the Moscow region Award “For achievements in the field of social reforms” (2007).
   Mr. Obnosov is a top manager and organizer of work in the field of high precision tactical weapons development and military and technical cooperation with foreign countries. He was awarded an Order of Friendship, medals (“For strengthening comradeship-in-arms”, “In memory of 850 anniversary of Moscow”), a gold medal named after academician V.F. Utkin, a badge “Honorable machine-builder”, badges of the Governor of the Moscow region “Thank you” and “For labour and zeal”, an honorary diploma of the RF Government.

Vladimir N. Yarmolyuk
First Deputy Director General – Deputy Director for R&D of Tactical Missiles Corporation JSC (since March 2003)

    Mr. Vladimir N. Yarmolyuk was born on May 16, 1953 in Moscow. He got his education at Moscow Aircraft Institute. After graduation he worked at the Lavochkin Scientific and Production Association as an engineer, a foreman, a senior foreman, a design engineer, a bureau chief, a deputy head of department, a deputy manufacturing manager. Between 1987 and 1993 he took the post of deputy director general of a scientific project at VNIISMI Scientific and Production Association. Then he worked as deputy director general of "Stroyinstrumentcenter" Ltd., director of "Donang" Ltd. From 1998 till 2000 he took the post of  defense technologies and space department deputy head at FGUP "Rosoboronexport".
     In March 2003 he was appointed First Deputy Director General – Deputy Director for R&D of Tactical Missiles Corporation JSC.
    Mr. Yarmolyuk is an author of over 20 scientific works: articles, reports, inventions, etc.
